May 12, 2011 Board Meeting
Ardmore Neighborhood Association Meeting
May 12, 2011

Call to Order at 7:05 p.m.
Minutes: Lonnie made a motion to approve the minutes for the April meeting. Sarah seconded the motion. Motion passed.
Treasury Report: The ANA has $4,600 as of May 12.
Creative Corridors: Russ Dubois spoke about the work that the Creative Corridors Coalition has been doing to gather community support for its efforts to create a master design plan for the city’s bridges and major corridors, including areas along Peter’s Creek Parkway, I-40, US 52, MLK Drive, University Parkway and Broad Street. The group aims to create a visual environment that will have a positive impact on the City, both economically and socially, and be a source of pride to the community. Primary funding for its efforts comes from a $200,000 matching grant from the National Endowment for the Arts. The group will deliver its Master Plan and Design Guidelines to the North Carolina Department of Transportation by August 31.
RUCA: The City Council will vote on RUCA funds on Monday at 7 p.m.
Schools: At a May 2 meeting regarding school districting in Ardmore, a committee of 20 to 25 people formed to explore what an Ardmore neighborhood school might look like. Their next meeting will take May 19 at 7 p.m. at the Miller Park Recreation Center.
Social Activities: Patti made a motion to request $200 to be used for food and signs for the ANA July 4th picnic. Ann seconded the motion. Motion passed. The ANA day at a Winston-Salem Dash game is planned for Sunday, August 7, at 5 p.m. Tickets will be $9. A tentative date for the Spring 2012 Home Tour has been set for May 5.
Marketing Director: Lonnie made a motion to elect Laura Farrell to the position of Marketing Director for ANA. Patti seconded the motion. Motion passed.

The class will be held on Saturday, June 4th at 10:00 am at the Garden Shop in Old Salem located at 626 South Main Street in Winston-Salem. Beckie Berlin with New Garden Landscaping & Nursery will be facilitating the class. The class is free and open to the public.

April 5, 2011 Board Meeting

Call to Order at 7:00 p.m.
Minutes: Tiffany made a motion to approve the minutes for the February meeting. Patti seconded the motion. Motion passed.
Crime Report: Ben noted that there is nothing new to report this month.
Meeting Change: The time and place for upcoming ANA board meetings has been changed. Beginning in May, meetings will be held the second Thursday of each month at 7 p.m. at Redeemer Presbyterian Church.
May Meeting: A representative from Creative Corridors will speak at the May Board meeting.
Schools: A group of 35 to 40 people attended a meeting in March to review the facts related to school zoning for Ardmore. There are 670 elementary-school age children living in Ardmore. The neighborhood is currently divided into 2 school zones, with children attending 3 elementary schools. The group plans to explore the issue over the summer and determine the level of neighborhood interest in pursuing a community school for Ardmore. A meeting will be scheduled for the first week in May to continue the discussion. Sarah will set up a facebook page for communication related to school issues.
Business Members: Laura visited businesses in Ardmore Village – all are interested in partnering with the ANA. She also distributed 28 welcome packages to new residents. Laura made a motion to add a business member category to the ANA. A $100 membership will include either newsletter or website advertising. A $150 membership will include both newsletter and website advertising. Sarah seconded the motion. The motion passed.
Tiffany will get prices on a sandwich board to alert residents about the ANA meeting. The board will be placed outside the meeting venue on the day the board meets. Laura will price magnets to go in the welcome packets.
Board Development: As Tiffany prepares to transition into the role of President in October, she suggested that roles be more clearly defined as follows: The Past President will represent ANA at the Neighborhood Alliance meetings for one year after leaving office. The President will serve a 2-year term and represent ANA at the Neighborhood Alliance meetings in his or her second year in office. The VP will serve a 2-year term during which time he or she will prepare to transition into the role of President.
Tiffany asked current board members to think about their role on the board and what they would like to do going forward. Once that is determined, new members will be recruited to fill vacancies.
RUCA: The West Salem Shopping Center has submitted a proposal for $500,000 worth of improvements, and it was tentatively selected for funding. Every RUCA proposal submitted to the City Council includes funds for West Salem. All of the businesses located on Academy Street off of Peter’s Creek Parkway are participating.
Social Activities: Shelter #1 in Miller Park is reserved for the July 4th picnic. Patti asked for ideas for cheap entertainment for the event. An ANA event at a Winston-Salem Dash game is planned for mid August –exact date to be determined. Patti is in the process of putting together a committee for the Spring 2012 Home Tour.
Zoning: Forsyth Tech has volunteered a formal condition to limit to 75% the total impervious surface for its current expansion of the parking lot, to limit the site to two stories if there is any future development and to limit uses to school and government office use. They have also agreed to a separate informal promise of a biocell for improved quality controls of storm run-off. Because of these conditions, the ANA board approved the zoning change to general office –limited. Lonnie will attend city council meeting in support.
Community Garden: Tiffany will represent ANA next week at a meeting to discuss the potential for a community garden. The property where the garden would be located is owned by Wake Forest Baptist Medical Center, and is located on Hawthorne Road across from the Ronald McDonald House.

Call to Order at 7:10 p.m.
Crime Report: Fewer crime reports have been filed in Ardmore in the last few months.
Website: Megan Kilpatrick of Kilpatrick Design presented a proposal for updating and maintaining the ANA website. The firm is offering a base price of $3,000 (its normal minimum is $5,000) to create a new format for the website. The architecture of the new website would enable board members to manage content, add or remove pages and create new posts. Other features would include an online contact form with spam protection and Google analytics.
For $50 a month, Kilpatrick would host the site, provide e-mail or telephone support and install software upgrades. Design/content charges undertaken by Kilpatrick would be billed at the rate of $100 an hour.
Zoning: In response to its request to rezone its property for Pedestrian Limited Business, Forest Park Baptist Church was notified by the City Planning Department that it would prefer for the property to be rezoned for Neighborhood Limited Business (NLB). The Church has agreed to that change. At the request of the ANA, four of the business uses included under NLB were removed from the zoning request for Forest Park Baptist Church. The zoning change is scheduled to be on the agenda for the March 10 Planning Board meeting.
Nonprofit Outreach: Sarah invited approximately 25 houses of worship in Ardmore to attend a meeting at Ardmore Baptist Church to begin a dialogue between ANA and the community’s faith-based organizations. Eight of the organizations attended, expressed interest in working together and are planning to meet every three months to exchange information.
Membership: Laura Farrell outlined information to be included in a Welcome Package for new homeowners in Ardmore. She has volunteered to assemble and deliver the packets as needed. She also outlined a new business membership category. The business membership would have higher dues than those for household members, but would offer additional benefits. Laura and Tiffany will get cost estimates for signage to identify ANA business members.
July 4th Picnic: Lonnie moved that the ANA allocate $45 for the shelter fee for a 4th of July picnic. Dianne seconded the motion. Motion passed. Patti will reserve the shelter.
Minutes: The December minutes were approved.

Call to Order at 7:00 p.m.
Post Office: Lonnie thanked Representative Folwell and Councilmember Dan Besse for their work in getting the Post Office to renegotiate its lease with Wake Forest University Baptist Medical Center. The new lease would keep the Ardmore Post Office in its present location through March 2012.
Minutes: The minutes for September were approved.
Police Liaison: Ben reported that there were several home break-ins and thefts of items left in cars in October in Ardmore. All of the cars had been left unlocked and the thefts occurred overnight. A suspect was caught in one of the house break-ins when a neighbor called the police after noticing some suspicious activity. A reminder was given to residents to always lock house and car doors and keep outside lights on as a way to prevent thefts. Any suspicious activity should be reported to police by calling 773-7700.
Zoning: The neighbors of Twin City Baptist Church have had a generally positive reaction to the Church’s plans for expansion. Lonnie made a motion for the ANA to support the special use permit for Twin City Baptist Church, while strongly discouraging frequent organized recreation in the playing field located at the rear of their property. The motion was seconded by Tiffany; motion passed.
Forest Park Baptist Church is planning to request a rezoning of its property for pedestrian limited business.
Organization Chart: Tiffany has begun revising the organization chart for ANA to reflect the organization’s current committees. Over the next several months, the Board will focus on creating a more organized structure for the Association.
Cloverdale Pedestrian Plan: Greg Errett with the Winston-Salem Transportation Department has asked ANA to let Dan Besse know what the organization’s priority is for the initial phase of the Cloverdale Pedestrian Plan. Dianne made a motion for the ANA to send a letter to Dan Besse stating that its priority for the Pedestrian Plan is to begin on Cloverdale Avenue between Miller Street and Oakwood Street. The motion was seconded by Patti; motion passed.
Wake Forest University Baptist Medical Center has agreed to pay for a sidewalk to be constructed outside the Comp Rehab Building on Miller Street.

How Can We Support Education?

As you may have heard, our county school board has discussed closing Brunson Elementary School and merging it with Cook Elementary. A committee of current and potential Brunson parents and school board members is meeting regularly to discuss the issue, and it now appears likely that the group will recommend rebuilding Brunson somewhere near or possibly on its current campus. Since some Ardmore children go to Brunson, this provides an opportunity to advocate for a new option for Ardmore: A single high-performing public elementary school that ALL Ardmore children can attend. Such a school would be an asset for all of Ardmore as a great school serves our children, maintains stability and supports home values.
Ardmore had a neighborhood elementary school until 1984, when enrollment and the building’s age led to the closing of the facility, which is now Redeemer. Students were transferred to other schools. After a redistricting effort in the 1990s, Ardmore was carved up among four elementary schools and two elementary school “zones.” Today, Ardmore is divided among three schools: Bolton Elementary on Bolton Street (Zone 7); Moore Elementary on Knollwood Street (Zone 7); and Brunson on Hawthorne (Zone 6). Children who live on opposite sides of Miller Street don’t go to school together. Why? The center line on Miller Street divides zones 6 and 7. In fact, 670 children from Ardmore attend 21 different schools in the Winston-Salem/Forsyth County system.
It’s good to have choices; it would be great if Ardmore children had the choice of attending the same elementary school. If Ardmore homes, apartments and condos were given the same residential attendance area, our neighborhood could have one excellent school, diverse in socioeconomics, race and ethnicity, that everyone could support.
